Separately from short-term lending, operating a check-cashing business in Ohio has required a license from the Superintendent of Financial Institutions since January 1, 1993 (ORC 1315.22(A)). An applicant must be financially sound with a net worth of at least $25,000, maintained throughout licensure, and must meet fitness/background requirements (ORC 1315.23(B)). Licenses run through December 31 of the year issued, must be renewed annually, must be conspicuously posted at every location, and are not transferable or assignable (ORC 1315.23(C)). A separate application, investigation fee (up to $250, or up to $1,000 for an out-of-state principal office), and annual license fee (up to $500 per location) apply (ORC 1315.22(D)).
