Downtown/Grandview Branch Guide

On Fifth Avenue Near Kenny Road

This branch is at 1197 W. Fifth Ave in Columbus, about 200 yards west of Kenny Rd. on the edge of the Grandview area. Fifth Avenue runs east-west through this part of the city, and Kenny Road is the easiest cross street to use as a marker if you're driving in from either direction, rather than watching house numbers along a quiet stretch of the avenue.

Getting There

Call 614-485-0400 to reach the branch directly, or use the Get Directions button above to map a route from wherever you're starting. The storefront sits close to Kenny Rd., so once you reach that intersection you're only a short distance away, whether you're coming from the west side of Columbus or crossing over from Grandview itself. The branch is on the same side of Columbus as Grandview and the Fifth Avenue business district, so it's a convenient stop if you're already running errands nearby.

Hours and Services

The branch is open 10:00 AM–6:00 PM Wednesday and Thursday, 9:00 AM–7:00 PM on Friday, and 10:00 AM–3:00 PM on Saturday, and closed on Tuesdays and Sundays. It offers cash advance (payday) loans, installment loans, bill pay and prepaid cards, plus check cashing. Call ahead to confirm hours and services before you visit, especially if you're planning a Tuesday stop. Because the schedule shifts through the week, it helps to note the Friday hours in particular, since that's the one weekday with an earlier opening and a later close.

Ohio Short-Term Loan Rules

Ohio Short-Term Loan Act / "Ohio Fairness in Lending Act" (House Bill 123, 132nd General Assembly): enacted and effective October 29, 2018; short-term lenders were required to come into compliance by April 27, 2019 (the commonly cited 180-day compliance deadline).

$1,000
Maximum principal amount of a short-term (payday) loan.
91 days – 1 year
Minimum and maximum loan duration (a shorter minimum term is allowed only if the total monthly payment does not exceed 6% of the borrower's verified gross monthly income, or 7% of verified net monthly income).
28% APR
Maximum interest rate a licensee may charge on a short-term loan.
Lesser of 10% of principal or $30/month
Cap on the monthly maintenance fee a licensee may charge (waived entirely for active-duty military borrowers and their dependents).
2% origination charge
For loans of $500 or more, a licensee may add a one-time loan origination charge of 2% of the originally contracted loan amount.
60% of principal
Total cost cap: the total of all fees and charges a licensee collects on a short-term loan (excluding the check-collection charge, check-cashing fee, and interest on a refinanced loan) cannot exceed 60% of the originally contracted loan amount.
$2,500
A licensee cannot make a short-term loan that would push a single borrower's total outstanding short-term loan principal above $2,500 across all licensees at one time.
$20 + pass-through
Maximum check-collection charge per loan for a returned/dishonored payment instrument, plus any amount passed on from other financial institutions.
$10
Maximum fee a licensee may charge to cash its own loan-proceeds check.
No collateral / no phone-or-mail loans
Licensees cannot take a vehicle title, real property, or other collateral as security, and cannot make, offer, or broker a loan by telephone or mail.
License required
No person may engage in the business of making short-term loans in Ohio without a license from the Superintendent of Financial Institutions; loans made without one are void and the lender forfeits the right to collect principal, interest, or fees.

Separately from short-term lending, operating a check-cashing business in Ohio has required a license from the Superintendent of Financial Institutions since January 1, 1993 (ORC 1315.22(A)). An applicant must be financially sound with a net worth of at least $25,000, maintained throughout licensure, and must meet fitness/background requirements (ORC 1315.23(B)). Licenses run through December 31 of the year issued, must be renewed annually, must be conspicuously posted at every location, and are not transferable or assignable (ORC 1315.23(C)). A separate application, investigation fee (up to $250, or up to $1,000 for an out-of-state principal office), and annual license fee (up to $500 per location) apply (ORC 1315.22(D)). The Ohio Department of Commerce's Division of Financial Institutions administers both the check-cashing license and the Short-Term Loan Act license.
